There are several distinct roles.
Annonymous users have created an account.
Applicants are users who have created an account, but have not confirmed their email.
Applicants are not able to create invention projects, so be sure you confirm your email.
Until you confirm your email address, you will have to complete a CAPTCHA whenever you submit content. Since your email address has not been validated, this is a security measure. Also because of security reasons, you will not be able to upload files.
Authenticated users are the typical users at NeoMenlo.
Inventor is an honorary title, but does not have too unique of privileges.
Editors specialize in writing and maintaining official content.
Moderators are typical in most communities. Their job is to make sure users obey rules, be respectful, and maintain forums and community discussions.
Staff members are the highest role. Staff are responsible for guiding the direction that NeoMenlo is taking. They are also trusted with nearly every permission available, so are usually Editors and Moderators as well.
NeoMenlo is the original account created. In Drupal, original accounts have super admin powers, allowing it to disregard permissions. This account is exclusivly used by Evan Boldt, also known as AliTabuger7.
